Here’s my attempt at a quick explainer of the EU legislative process: The AI Act is going through the EU’s Ordinary Legislative Procedure. The Commission started the process with its proposal 2021. Now the Parliament and Council have to agree on which amendments to make by sending proposals back and forth in the first two readings.
If they don’t converge to a mutually agreeable version, there is a third reading with a conciliation committee where the Commission, Parliament and Council come together in a big meeting to find a compromise, or else the regulation fails. That’s three institutions, so it’s called a trilogue. The three might also meet beforehand just to talk, but that kind of informal trilogue doesn’t count for this question.
