From 2011 to 2018, the percentage of people in extreme poverty fell from 16% to 10%, or from 1.13 bio. to 0.7683 bio, giving a change of ~365 mio. A proportional fall would be to 700.1/(0.16/0.1)=437.5625 mio., and a fall by the same number of people would be to 700.1-(1130-768.3)=338.4 mio. In general, going the last mile is more difficult, so I'm inclined slightly towards no.
