Resolves YES if at any point, 3 of the top 20 accounts in the All Time top traders leaderboard are inactive at the same time. Does not count accounts labeled "Bot."

"Inactive" is defined as having fewer than 10 transactions, new markets, or comments in the past month.

Resolves N/A if transaction, new market, or comment statistics, or the leaderboard are made unviewable.

Currently, only Preen qualifies as inactive.
