The announcement must be from a Baltic government or military source explicitly stating they are sending ≥ 300 military personnel to Ukraine.
The announcement will be sufficient to resolve the question Yes.
The personnel must be in Ukraine for the purpose of participating in direct or indirect combat roles (e.g., personnel sent to train and / or advise Ukrainian troops do not count.)
The 300 personnel need not come from a single Baltic state.
Examples of indirect military roles:
relieving Ukrainian troops on the Russo-Ukraine border;
manning artillery and air defence weaponry; and
performing supply missions and medical evacuations.
