Section 114 Notice:
Issued by the chief financial officer (or Section 151 officer) of a British public body to prevent any new spending, other than statutory services.
Comes from Section 114 (3) of the Local Government Finance Act 1988.
When issued, it is seen as the local authority effectively going bankrupt, although local authorities in the United Kingdom cannot go bankrupt.

Critieria For "Yes" At Resolve:
If any local authority in the United Kingdom issues a Section 114 notice from 06/09/2023 (after Birmingham City Council issued its first Section 114 notice) until on or before 23:59:59 01/01/2025 Greenwich Mean Time.
Critieria For "No" At Resolve:
If no local authority in the United Kingdom issues a Section 114 notice from 06/09/2023 (after Birmingham City Council issued its first Section 114 notice) until on or before 23:59:59 01/01/2025 Greenwich Mean Time.
Additional Notes:
Since Section 114 might mean different things in the different countries of the United Kingdom, to clarify, this question only applies to Section 114 (3) of the Local Government Finance Act 1988 and not any other Section 114s.
For further reference and confirmation, I will resolve as "Yes" if the local authority appears on the Section 114 notice Wikipedia page (https://en.wikipedia.org/wiki/Section_114_notice) saying it has issued a Section 114 notice.
