@Arky If it's not, and this cannot be fixed, then resolve N/A so everyone get their mana back, and make a new market asking the question.

Free mana give-away market. Nothing existential is going to happen to Germany, even if they lose a lot of money, power, and world standing somehow, and go even more nuts with strip-mining, they're still going to be there.

@AlanTennant he configured it as a market where only one option can resolve to yes. Further complicating the issue is the "other" option.
