Would “expelled” only apply to “V.M.L.” (the 2-year-old deported to Honduras with their mother this week) if a court finds that the child was deported without proper parental consent? Because if the mother did actually want to take her child with her (as the government claims), that doesn’t really seem like expulsion to me.
