Saying they have suspicions or are investigating does not count, it most be an affirmative statement that they believe a Russian state body sponsored or organised the attack. An official or government minister speaking on the record in an official capacity also count. Note the deadline!

There's a certain amount of subjectivity in the resolution here so I won't take part in this market.
