The tourney at Harrenhal in the year 281 AC is an important event in George R.R. Martin's A Song of Ice and Fire (ASOIAF) universe, and a play about it has been in development since at least March 2021. Provisionally titled "The Iron Throne" (and previously referred to as "Harrenhal"), it was first meant to debut in 2023, but this was pushed back to 2024 and then 2025.
These answers resolve independently based on the debut of the play. This debut can be anywhere (Broadway, the West End etc.), but it has to be something that members of the public can buy tickets to (e.g. a showing just for critics wouldn't count). Dates are based on the time in the location of the debut.
For the answer "Before the release of 'The Winds of Winter'", The Winds of Winter refers to the sixth book in the ASOIAF series, regardless of what name it is released under. If the book and play are released on the same day as each other, this will resolve to NO (I won't look at the time of release).
