Probably. I'll go based off of media reporting etc.

I am the opposite of an expert but I think this clause is currently the only allowed way for the pledged delegates he won to vote for someone else. But the rules can be changed between now and then, and there might be some rule im unaware of, so I don't want to make blanket statements.

It is the “invoking the good conscience clause”, so I should have read it more carefully, but it’s a little irritating that it does this.

seems to be, actually - I know they've opted to hide emoji and I thought special characters in search/browse results (I know you can't search special characters unless they've changed that) but I just had a look and it reliably displays apostrophe, currency signs, > <, etc so I'm not sure why quotations would be deliberately removed
