Resolves YES if a high-level government official makes a statement praising China's efforts in this area.

I'm not precisely defining "high-level government official" here, but along the lines of the following:

• President/VP

• Cabinet member or head of major relevant administrative division

• Legislative party leader

• Chair of a relevant legislative committee

The statement does not need to be perfectly lauditory (e.g. it can include calls for additional effort in particular areas), but must be broadly positive.

Since resolution may involve some amount of judgement, I will not bet in this market.
