Resolves YES if it's supported at anytime after question creation (July 22) and before end of August (ET). Otherwise NO.

If only the author can add answers, that counts. If anyone can add answers, that counts too.

It must be possible using the UI, without explicit help from the admins.

If I can create a multiple choice market and then add an answer, that is sufficient for YES. It is not required that multiple choice markets created long before support adding a new answer.

This might also be called "free response". The name doesn't matter, as long as it's a fixed payout mechanism (like the new multiple choice questions).
