The "blue cutoff" is the minimum score a student in 11th grade needs to achieve on USAMO to be invited to MOP (roughly top 18 non-seniors who aren't on the IMO team).
If some people decline and more invitations are sent out because of that, this will resolve based on the new cutoff. So, this will resolve a few days after the original emails are sent out.
