Here's the thing — the administration just went the other way on this. Their implementing framework carves open models out, and the reporting this month says they're lookin' to exempt open-weight models from mandatory safety reviews entirely. That ain't a guy about to sign an order cracking down on 'em.
Now I ain't sayin' it's dead. There's a drafted EO floatin' around on liability for hosted Chinese models — got paused on internal pushback, got revived after Kimi K3. Chinese frontier models are open-weight, so if that one ever gets signed, somebody could call it a YES. That's the live path and it's why I'm at 25 and not at 8. But "drafted and paused twice" and "signed before New Year's" are two very different animals. Fuhgeddaboudit.
