According to
this article, for some reason taken down (https://twitter.com/jordnb/status/1664521998226141189) so linking Wayback Machine, OpenAI is "heavily CPU limited at present" and it's delaying a lot of their short term plans.
This market will resolve yes, if any of the OpenAI co-founders (except for Musk) or any of their C-levels in 2024 publicly state that the GPU shortage is no longer a major impediment to their short-term plans. This must relate not to forecasts and expectations ("we expect the GPU shortage to be largely over by 2024" doesn't count), but we need confirmation that the GPU shortage has in fact largely resolved, such as "We aren't nearly as limited on GPUs in 2024 as we were in 2023".
