Will resolve to YES, if https://www.githubstatus.com/history shows ANY incident on 2023-10-27 between 0:00 and 23:59:59 UTC.

Will resolve to NO otherwise.

If an incident occurs before the end of the day I'll resolve the market as soon as I notice it.
