Resolution will be determined by grabbing all Manifold users from the database, and checking all users who were created after October 1st, 2023 UTC time, before November 1st, 2023, and whether they were banned or not.

Only counts users made in October 2023 (I would like to check how many users were banned in the period, but I can only get user creation time and whether they're banned, but not ban time)

1% = 1 banned user. If 10 users get banned in October 2023, this question resolves as 10%. If 100 or more users get banned in October 2023, this resolves YES.
