This question resolves as Yes if official results report that more votes have been cast for the "Yes" option than the "No" option in the referendum. Turnout is immaterial to the resolution, as are blank/spoiled ballots. The primary source for resolution will be the national election authority, with credible sources also accepted.

I may bet in this market, as it resolves as a mirror to that market.
