I searched the following https://www.ircdriven.com/channels/statistics/top/
all the way down to 200 users (there was an adult 18+ channel on dalnet called #seks that is mostly Indonesian erotica, but it had less than 200 users)
It probably doesn't cover all the networks but it's as much effort as I wanted to put in.
Based on that, I'd bet the answer is basically NO, since for the non-programming (or very specific channels) in the title description for the channel they have either rules or notices about being respectful, and I'm betting such channels are not pure free speech (I know you asked about banned topics but if they mention that they likely prohibit all sorts of topics).
