Will resolve to the first year than any of the following are true:

• Bougainville is a full member of the UN

• Bougainville is recognized as an independent country by Papua New Guinea

• Bougainville is recognized as an independent country by >50% of UN members

If the new country uses a different name it will still count, as long as it's territory is mostly the same as the current Autonomous Region of Bougainville.

If something happens to make any of the above criteria non-sensical (such as the UN or PNG ceasing to exist), I will use sense to replace them.

I will add later options as time goes by without resolution.
