I will follow the definitions used by basketball reference.
I'm not sure what their qualifying threshold is for games played—you can uncheck the box to include all players (and I will include any with 4+ in the "G" column).
I don't believe this includes the play-in tournament, but again I will follow bball ref's definitions.
I will use the precision displayed on that page (i.e. a single decimal, however they round it).
If a player does not reach 4 games played, I'll resolve them N/A. They resolve NO if they play at least 4 games with <30 PPG.
