Given the lawsuit against the United States' humanitarian parole immigrant sponsorship program for migrants from Cuba, Haiti, Nicaragua, and Venezuela, courts may or may not block the program at any time. There may be multiple rulings and flip-flops, so I'm simply asking whether the program will be in operation at the end of 2024, accepting new immigrants. If the program is reduced but still operating, the market will resolve to "yes". If the program is no longer operating for any reason, whether related to the lawsuit or not, the market will resolve to "no".
