The project is likely scaled down quite a bit, but they have the hard goal of building a football stadium for the 2034 FIFA World Cup and are currently claiming that they will have 2.4km of The Line along with that stadium.
1km of building means 1km of The Line, not something like "if you unwrap the walls of the stadium it gets you 800m in a straight line".
