Hard to implement, causes panic, too short a timeframe.

The dissidents are mostly young. I don't think Putin wants to rule a country mostly consisting of elderly people who are too old too work (and also too old to reproduce, so the demographic problems will only get worse over time)

Current reasoning : Russia would be glad if dissidents left the country quietly.
