Solar geoengineering refers to things like stratospheric aerosol injection or cloud brightening, but not carbon capture.

Should be an official resolution by either the general assembly or the security council, not some other minor body.

How would you rule regulation, bans of specific technologies, requiring agreements between nations, etc.? On the one hand, a ban is a condemnation of the thing being banned. On the other, it is an implicit endorsement of similar technologies that aren't banned.

@dph121 I think a ban of a substantial subset of solar geoengineering would be interpreted as "Condem". So for example banning aerosol injection but not contrail management.

If it's just kind of incidental with some other primary intention, e.g. bans chemical weapons from being sprayed into the stratosphere which incidentally also reduce albedo, I would view it as "Neither".
