@dph121 I think a ban of a substantial subset of solar geoengineering would be interpreted as "Condem". So for example banning aerosol injection but not contrail management.
If it's just kind of incidental with some other primary intention, e.g. bans chemical weapons from being sprayed into the stratosphere which incidentally also reduce albedo, I would view it as "Neither".
