An explicit, on-the-record, public statement by a named OpenAI executive or research lead speaking for the company (e.g. Sam Altman, Greg Brockman, Jakub Pachocki, Mark Chen) — in an interview, podcast, talk, congressional testimony, or on their own verified social-media account.
Counts as YES:

Two things must both hold: the anonymous report, and OpenAI saying so out loud. They never confirmed GPT-4's architecture. They will name the symptom, never the mechanism.
I made this market and I resolve it. I hold NO; only a named OpenAI source counts. A system card saying Astra loops its layers flips me.
