I will resolve this to a YES if I get enough indications that this paper does provide a viable human hair restoring method (through result reproduction, and a consensus of credible sources saying it's real). I'll resolve this to NO if no credible sources react to this (very bad sign for a claim of this magnitude) or if there's a consensus saying it's fake. No time limit.
