Does restarting a stream count? Also internet issues kill his stream and he comes back 5 minutes later, does that count?

 yes that's basically the requirements otherwise it would clearly resolve to NO. 

Steven often stops his livestreams and comes back later in the same day. Will he do it 4 times in the same day by the end of March?

This market resolves to YES, if Destiny is live on his YouTube channel 4 times in the same day, the streams have to start on the same day.

Resolves to NO, if the requirements aren't met.
