For the purposes of this market, non-state actors firing from a country count as an attack from that country.
Attack can be something like a rocket, artillery, or a UAV, as well as a border incursion. The attack does not need to be successful. Cyberattacks do not count.
Nov 25 Update: I just learned that there were attacks from Iraq, which happened before the market began. I added Iraq to the list. The recent Iranian attack doesn't count, it wasn't done on Israeli soil and definitions in maritime law is a whole topic that I don't want to get into.
