-The release day of the set will be considered, not the date a card was spoiled nor the prerelease date.

-In the case of a Secret Lair Drop, the first date when they can be ordered will be considered, not delivery/fulfillment dates.

-Digital-only cards will not be considered; the card must be physically available.

-Must be eligible to be a commander to resolve YES. Commander eligibility will be determined by the rules of the Commander format in any version of the Comprehensive Rules released in 2024. "Rule 0" conversations do not count.

-Silver-border cards are NOT fair game. The card must be technically legal in the Commander format.

-"[[CARDNAME]] can be your commander" rules text counts if present on the card.

-The card must feature the vehicle subtype in the type line to resolve YES. Mentioning vehicles or crew abilities in the rules test is not enough to count.

-Only the front face of the card will be considered.

How would you count cases such as [[Cosima, God of the Voyage]] or the "convert" cards? They aren't vehicles in the command zone, but do have "Vechicle" as the typeline of a non-default face.
