Resolves yes if Kamala Harris resigns the presidency before the president elected in 2028 assumes the office. This could happen by Joe Biden resigning/dying and Kamala Harris subsequently resigning. It could also happen if she is elected president in the 2024 election but then resigns.
Edit (Sep 9): If she loses the 2024 presidential election, I'll resolve NO, as there's no conceivable way she could resign the presidency after losing the election.
