This market refers to the group stage of FIFA World Cup 2022. If the referred team qualifies for the knock-out stage of the tournament - i.e. at least the round of 16 - this market will resolve to 'Yes'.

United States (ranked 15, according to https://en.wikipedia.org/wiki/FIFA_Men%27s_World_Rankings) is Group B with England (ranked 5), Iran (ranked 21) and Wales (ranked 18). The first two teams qualify for the Round of 16, so I think it should almost be 50-50 for United States and Wales to take the second spot.
