Resolution criteria
Resolves YES if, by 23:59 on September 30, 2025 Israel time (IDT/UTC+3), credible reporting attributes a kinetic military attack by the State of Qatar’s armed forces (or other Qatari state-controlled military units) against Israeli territory, Israeli territorial waters/airspace, or Israel Defense Forces (IDF)/Israeli government assets or personnel (including in international airspace/waters). “Kinetic” includes missiles/rockets, drones, aircraft, naval fire, artillery, or direct gunfire; attempted attacks that are intercepted still count if clearly attributed. Confirmation must come from either: (a) an official statement by the IDF or Government of Qatar (QNA/IMO/MoD), or (b) at least two reputable international outlets (e.g., Reuters, AP, AFP, BBC). Resolves NO if no such qualifying, attributed kinetic attack is reported by the deadline.
Excludes: actions by non-Qatari actors (e.g., Hamas, Hezbollah, Houthis, Iran), cyber operations or jamming without public Qatari state attribution, diplomatic/economic measures, rhetoric, and incidents not credibly attributed to Qatar’s military. Strikes by Israel inside Qatar are irrelevant to resolution.
