I own both a toaster and a counter. The toaster gets out away after each use because a spacious counter looks awesome, whereas a toaster rarely does.

Okay - let's assume that there is little counter space and that the toaster has to be moved or put away whenever the kitchen is used for any other sort of food prep (e.g. cooking or making lunches). Also, let's say that the toaster is used every day.

In that case, I might suggest a combination toaster oven/microwave. No inconvenience with taking it out/putting away daily and no lost counter space. For restricted space and less frequent use, using the oven on broil with the rack just under the broiler is a good option to avoid having a toaster.

What's the resolution criteria?

In general I would say that this depends both on how much counter space you have and how frequently you use the toaster. If you use it daily, probably keep it out. If you make toast once a month, store it away.

(also this is assuming you have a toaster; if you have a toaster oven you shouldn't have a toaster because it's almost entirely redundant)
