The model can be released:
As a feature in ChatGPT
As a public API (https://platform.openai.com/)
As a new mobile or web app
Products released by other entities (e.g. Microsoft) in collaboration with OpenAI do not count.
The feature has to be available for all users at least in some countries. Releases for alpha testers or by invitation do not count.
