I will assume a BT Group ISP as the default as they’re the biggest and most likely to be leaned on by UK.gov. If there’s strong evidence that BT is blocking and other major ISPs are not blocking then I may resolve to % of the UK market I believe is blocked based on ISP subscriber numbers, rounding to the nearest 5%, but if major providers are all blocking and it’s just small providers then it’ll resolve 100%
If the site is not blocked but there is some kind of “if you go to this website then go to jail” law in place I will resolve NO because blocked <> illegal. As a comparison 1point, hate speech is illegal but I am not blocked from posting it online; I will merely suffer consequences if I do post hate speech.
