Must be a cloud-service provider, either directly to users or to businesses that serve end-users. A huge iCloud outage counts.
Must affect at least 1 million end-users, to at least the extent of a normally-sub-5-second-loading webpage taking longer than a minute to load (or not loading at all), for an "outage" lasting at least 1 hour.
