Is the "if not" meant literally as "it will collapse within 5 years of his death conditional on it not having collapsed before", or is it meant loosely as "it will collapse within 5 years of his death or before"?

Does there need to be suggested/implied causal relationship between Wales’s decreased involvement/health and the decline?
