I will use European Environment Agency (EEA)'s data when it's available to resolve this question, it will resolve to YES as soon as the emissions per capita go strictly below 5tCO2 eq for any year up to 2034 included, and NO otherwise (note: data is available two years later, so I set the close date to June 2036).
