Resolution criteria
The market resolves YES if China's public EV charging capacity exceeds 350 million kilowatts by the end of 2027. Resolution will be based on official data from China's National Energy Administration (NEA), available at https://www.nea.gov.cn/. The metric is measured in megawatts (MW) or kilowatts (kW) of combined rated power across all public charging facilities.
Background
As of September 2025, China's public EV charging capacity stood at approximately 200 million kilowatts, representing a 59.2% increase from the start of the year. China's National Energy Administration released a "Three-Year Action Plan for Doubling the Service Capacity of Electric Vehicle Charging Facilities (2025–2027)" that aims to provide more than 300 million kilowatts of public charging capacity by the end of 2027. This official government target is slightly below the 350 million kilowatt threshold in this market.
Considerations
The government's stated goal of 300 million kilowatts by 2027 creates ambiguity about whether the 350 million kilowatt target is achievable. Public charging capacity grew 59.2% in the first nine months of 2025, but sustaining this growth rate for two additional years while exceeding the official target would require acceleration beyond current plans. The distinction between total charging capacity and the specific metric of "public" capacity is critical for resolution.
