The blanket clemency for January 6th rioters is the baseline here - any clemency for a group of not-specifically named group for any crime resolves this YES. For example, pardoning all ice agents for any crimes potentially committed during their service, or commuting any marijuana sentences for non-immigrants. If people are specifically named as NOT receiving clemency, that's not enough.

It includes a list of names that are included (but not limited to them), but it does say: "a full, complete, and unconditional pardon to all United States citizens for conduct relating to the advice, creation, organization, execution, submission, support, voting, activities, participation in, or advocacy for or of any slate or proposed slate of Presidential electors, whether or not recognized by any State or State official".
