At random points in time (once per day in average) I will visit the market. When I visit, the highest% answer (amendment proposal) if it is more than N%, changes the "Rule list" accordingly to its text and resolves YES.
The lowest answer, if lower than M%, resolves to NO.
Huge answers or nonsense get N/A.

@Pykess but people can collectively place limit orders at 89%. It is voting from the negative: in addition to voting for your best choice you limit the unpleasant ones. And if there is no whale, then the limits are not even taken from balance.
But yeah, i see that it would work if there was activity. When activity is low nobody can react to new event with limit orders.
I am thinking about resolving everything to NA.
