A month will resolve YES once there is a single day with an average transaction fee of $9.999 or lower, starting on 2024-01-01. The month of the date with the first $9.999 or lower average transacton fee shows up in will be used for resolution even if the month in question is already over by the time I am resolving.

Months will resolve NO once the last day of that month is accounted for in the graph data without any YES resolution criteria reached OR if a month before that month resolves YES.

I will split more months out of 'Other' as needed if this is not resolved by the time we are in the last month of the list (will probably add them earlier than that). You can bet on 'Other' if you think it will be longer then all of the available options.

Note: The average transaction fee only needs to go to $9.999 or below for a single day to resolve YES for that month, even if it is obviously an outlier in the data after the fact.
