Taur Matan Ruak is the leader of the People's Liberation Party. Although the PLP is currently the third largest party in parliament, Ruak served as PM for a coalition headed by CNRT from 2018 to 2020, then a different coalition headed by Fretilin from 2020 until the present.
I think this question is quite hard to answer!
Question will resolve once a viable coalition is formed and a PM is chosen, which presumably might take some weeks. If Ruak remains as an interim or lame-duck PM in the days after the election, this will not trigger a YES resolution
