This market resolves to the character that Oda was referring to in this quote. Many have theorized that this will be a character we already know who obtains an eye patch, and in particular a lot of people think it will be Luffy because of concept art by Oda showing him with an eye patch.

If Oda slips up and gives a random background character an eye patch, that don't count. Anything outside the Manga canon also doesn't count.

If the story somehow changes and there is no eyepatch pirate, this market can still resolve to the character Oda was planning to give the eye patch to if he reveals this information.

If we never learn who Oda was talking about here, this market will resolve to Other.
