1) It would need over 1mil US users (how many are there now?)

2) And for the executive to classify it as a risk (who knows what might pass through Trump's mind in a couple of weeks)

What does limit mean? Limit signups, or otherwise apply censorship to their posts? Does it count if you get, e.g. censored for referencing Tiananmen Square? Also does "six months or longer" resolve YES if this never happens?
