Resolves YES for the single year in which unrealized gains in ANY of [crypto | stock investments | treasury bonds] are first subject to tax at 25% or higher (the first year in which the proposed tax is applicable to existing investment).
If the tax is collected in 2029, that will have been taxing gains received in 2028 and this question will resolve 2028::YES.
Resolves OTHER if this law is not in effect during fiscal years prior to the start of 2030.
