The 12" Macbook was sold from 2015-2019: https://en.wikipedia.org/wiki/MacBook_(2015%E2%80%932019)
To resolve as Yes it doesn't need to be called Macbook, or have a 12 inch screen. It should be a laptop running Mac OS that is physically smaller than the current Macbook Air and weigh at most 1 kg. It should be available for sale on or before 31 December 2023.
It is rumored be released around the end of this year: https://www.macrumors.com/guide/12-inch-macbook/

I don't think there's a market for the 12" Macbook anymore. It was too ahead of its time. If Apple had done the divorce with Intel and went all-in on ARM chips while this Mac was still on the market, then yes. But now iPads are more advanced than ever alongside all the peripherals and the 13" Macbook Air is only a little heavier than the 12" Macbook, but a lot more powerful. I just don't see it.
@JimStewart ”Smaller than the current Macbook Air” - if it is the same dimensional volume but lighter and/or updated internals, is that also a YES?
@MattCWilson that sounds like a new Macbook Air, not a new Macbook 12". If Apple releases a laptop with the same dimensional volume but at most 1 kg I guess that qualifies
@JimStewart Ok, thanks. Wasn’t sure if you were counting a next gen Macbook Air or not - was reading too much into “doesn’t need to be called Macbook.”
