A biological creature aesthetically recognizable as a dragon will exist on earth by 2060. Really this just means a tail, wings, four limbs, and at least as large as an average monitor lizard.

With all the technology and resources at hand, what we imagine as a dragon would have to be able to be alive (puts limits on form, size, weight and ethnically allowable levels of consciousness). Sci ce there were flying dinosaurs (petrosaurs?), I'd give this one a thumps up (leaving the fire breathing aside). These rstrictions could make it less cool which reduces motivation.
The ammount of information and simulation and controlling of machines would very probably only be AGI controllable, so this would have to be developed by then.
Someone would have to be willing to pay everything.
Civilization should not be destroyed/ set back by the AI necessary for the project or other factors.
If AGI happens, humans could change as much as that they don't resemble us and our goals anymore (everyone interested in technology could live in the matrix, I'd give this one a small possibility by 2060)
You’re thinking of Dreamworks dragons not D&D dragons. Dragons would inevitably become sport (dragon game reserves), aphrodisiacs (dragon horn), and trophies.
