Resolves yes if Tadej wins all 3 Grand Tours. Currently no indication he will even ride the Vuelta, but boys and girls can dream.
If there's a good year for it, it might be this one. See Contador's comments that Tadej should and will go for it if he pulls off the Giro-Tour double.

The big problem is the Olympics, where he will race and there is less than 1 month between the end of the tour and the beginning of La Vuelta. I would rather see him skipping Olympics because this his year he has a real shot for the triple crown and it might never repeat again: Jonas is apparently not going to La Vuelta because his wife will have a kid, and with Remco doing both the road race and the ITT at the Olympics I also doubt that he will go. So the competition for GC is probably Roglic and then Kuss/Uijtdebroeks from Visma (not on top form this year) and perhaps Egan from Ineos (also tired from Tour)
